Student Visa in Panama: Study Permit, Requirements and Validity

In collaboration with Legal Solutions Panama. Radar Panamá works with this company, and the analysis follows the same editorial standards. How we work

In short: A foreigner who will study full time in Panama needs the temporary permit for education reasons issued by the National Immigration Service (SNM), often called a student visa. It is granted for one year and can be extended up to six, according to Executive Decree 3 of 2026. While it is in force, working is prohibited, except for the professional practice and internships that the school requires. Anyone who accumulates more than six years of study can move to a permanent residence subcategory created in February 2026.

Which permit applies to studying in Panama

The category is called the temporary permit for education reasons. The SNM’s official requirements sheet (article 150 of Executive Decree 320 of 2008) reserves it for foreigners who wish to take regular full-time studies at public or private schools offering basic, intermediate, higher and specialized education, recognized by the Ministry of Education. Undergraduate, graduate and specialized programs fall within it, as long as the institution holds that recognition.

The sheet adds a condition: the applicant must enroll in every subject of the term’s study plan, in daytime hours, except programs that by their plan run at night, which the school certifies.

The entry visa is a separate matter: the sheet does not regulate the consular visa or visa exemption by nationality, covered in the guide to visas in Panama for entering, staying and residing.

Key fact: The temporary permit for education reasons is the one the National Immigration Service grants to foreigners taking regular full-time studies at an institution recognized by the Ministry of Education, for one year and extendable up to six.
Where to start: confirm with the school that the program is full time and recognized by the Ministry of Education, and read the official permit sheet before paying tuition.

Documents the SNM asks for

The requirements sheet lists fourteen items for the first application.

DocumentDetail according to the sheet
Power of attorney and applicationNotarized. The power must state the names and nationality of the applicant’s parents.
Identity and backgroundThree photos, certified passport copy, criminal record (if an adult), health certificate and sworn personal background statement.
Certified checkB/.250.00 payable to the National Treasury. Not required for the extension.
Admission and tuitionAdmission letter from the school and tuition receipt, original or copy.
School certificationApplicant’s details, length of the program, shift and subjects enrolled.
Proof of fundsScholarship, financing statement or bank letter showing funds consistent with study and living costs.
OtherLetter of responsibility if a third party is responsible, and proof of the applicant’s address.

For a minor, the parents or the person with custody file the application, with extra documents listed on the sheet. The sheet does not explain how documents issued abroad are legalized; that should be confirmed with the SNM on its official website.

Where to start: ask the school well in advance for the admission letter and the certification showing shift and subjects, because the SNM requires both.

Steps before and after arriving

  1. Obtain admission. The school issues the letter and the tuition receipt. Entry requirements are explained in the guides to foreign high school diplomas, master’s degrees and credit transfer.
  2. Gather the personal documents and the proof of funds.
  3. Settle the entry. Check whether the nationality needs a consular visa to enter; the topic is covered in the guide to entry and stay visas.
  4. Grant the power and file the notarized application, with the B/.250.00 certified check.
  5. Keep a full enrollment and request the extension before the year ends, with the previous year’s credits.

Processing times are compared in the guide to how long each immigration procedure takes. Frequent mistakes: enrolling in fewer subjects than the plan, submitting the admission letter without the certification showing shift and subjects, choosing an unrecognized program, working outside a required practice, and requesting the extension without approved credits.

Where to start: prepare first the documents issued outside Panama, which take longer, and file the application once the admission letter exists.

Validity, renewal and work

Executive Decree 3 of February 6, 2026, published in Gaceta Oficial Digital 30460, recalls that articles 150 to 155 of Executive Decree 320 of 2008 establish the education permit for a term of one year, extendable for up to six years.

The official sheet defines the extension: the requirements are repeated, except the criminal record and the check, and the previous year’s approved official credits are added. On work, the sheet is clear: the permit is exclusively for studying and working is prohibited during its validity, except for the professional practice and internships required by the school. Anyone who needs paid employment must change category; the work sheets are on the SNM permits page.

Where to start: keep each school year’s official credits as soon as they are issued and schedule the extension well before expiry.

Dependents and other education permits

The study permit sheet does not mention dependents. The family reunification sheet covers spouses, children under 18 and parents of the “temporary resident”, and children from 18 to 25 who prove studies and dependence; whether that regime reaches a student’s family must be confirmed with the SNM. The guide to work permits under family reunification explains relatives’ employment in that category.

Separate sheets exist for educational programs of nonprofit entities (ages 18 to 30), Fulbright grantees (with dependents) and public security scholarship holders. Admission requirements for medicine and graduate study are in the guides to medicine and master’s degrees.

Where to start: if the student will arrive with family, ask the SNM in writing which sheet applies to each member before traveling.

Over six years: permanent residence

Executive Decree 3 of February 6, 2026 created, within the permanent resident category, a subcategory for students who have completed or are pursuing consecutive studies for more than six years in Panama. Under its article 3, in addition to the common requirements of article 28 of Decree-Law 3 of 2008 (without the repatriation deposit), the applicant provides:

  • Power of attorney and application through a legal representative, and three passport-size photos.
  • Certification from an educational institution showing studies for more than six years in the country, or proof of having held the temporary education permit for more than six consecutive years issued by the SNM.
  • Proof of address: a utility bill, a lease or a certification from a justice of the peace.

The initial permit is provisional. Under article 4, after two years the foreigner may apply for permanent residence with the same requirements, except for the B/.250.00 payment to the National Treasury. Outside this subcategory, the sheet provides no automatic step to another residence; the other routes are compared in Panama’s eight residency routes.

Where to start: keep the school certificates and every temporary study permit, since they are the proof of the six years.

Legal Solutions Panama, a law firm offering residence permit services, lists the temporary residence permit for education reasons on its website. Those who prefer to review their case with a professional can look at that service.

  • Myth: any course qualifies for the permit. Fact: regular full-time studies are required, with every subject of the term, at an institution recognized by the Ministry of Education.
  • Myth: the permit lasts as long as the degree. Fact: it is granted for one year and extended up to six, with the previous year’s approved credits.
  • Myth: residence is guaranteed after graduating. Fact: the sheet provides no such step; the permanent residence route for students requires more than six consecutive years of study in the country.
