What makes up a car’s history
The direct answer: a vehicle’s history in Panama is reconstructed from the status of the plate and the circulation tax, the municipal clearance, the inspection certificate, the ownership record and, where available, insurance information. Each piece answers a different question, and none replaces the others. The name “Carfax”, which appears in many searches, belongs to a service from another market; for a car registered in Panama, the checks are done with local entities.
| Item | Where it is checked | Risk it avoids |
|---|---|---|
| Plate status | Mayor’s Office plate lookup | Buying a car with a pending plate or sticker |
| Vehicle obligations | Mayor’s Office public lookup portal | Inheriting municipal debts |
| Previous municipality clearance | Law 14 of 2005 | Being unable to get the plate issued |
| Current-year inspection certificate | Transfer requirement | Reaching the transfer without a required document |
| Registered owner | Single Vehicle Ownership Registry | Paying someone who is not the owner |
| Mechanical and structural condition | Authorized workshop, written report | Defects not visible during the viewing |
| Insurance claims | ASSA Market “Buen historial” badge | Earlier claims insured with ASSA |
| Loan or pledge on the car | Written declaration and bank confirmation | Buying a car with outstanding debt |
The table gathers the points backed by official sources and the ASSA Market website. The requirements cited are those of the Panama City Mayor’s Office; other municipalities may ask for different steps.
Panama City Mayor’s Office lookups
In its September 2026 plates notice, the Mayor’s Office recommends using the plate or sticker lookup tool to confirm the status of a plate. The form asks for the plate number, an ID and a security code, and shows the make, model, plate month and delivery office. To collect a plate or sticker, according to the same notice, the owner must be current on the annual circulation tax, hold a municipal paz y salvo and have a valid inspection.
The Mayor’s Office public lookup portal lets users search a procedure by number or by plate and, after verifying the owner’s ID, shows the detail of the vehicle’s obligations. Because it asks for the owner’s data, the lookup is done with the owner present or cooperating. That condition also protects the owner: personal data is not open to anyone.
Law 14 of 2005 adds a piece for second-hand cars. According to the text of the law, the municipality must check that the vehicle is in good standing with the other municipalities before issuing a plate, and for used vehicles the previous municipality’s clearance certificate is required. If the tax was already paid in another municipality, the new owner must show being in good standing with it; otherwise the rule states that the payment is not accepted and the plate is not issued.
Since June 2025, the Land Transit and Transport Authority (ATTT) offers an online parte policivo lookup, which shows the date, time and place of the hearing and allows the detail to be printed as a PDF. It is tied to the person who received the notice, so in a purchase it makes sense to ask the seller whether any are pending.
What the ASSA Market badges mean
ASSA Market, the marketplace for used cars between private individuals, shows two badges on listings. According to its FAQ section, “Buen historial” applies when the car has no reported claims in the last 5 years of being insured with ASSA. The scope is clear: it refers to insurance claims with that insurer and does not replace municipal lookups or the mechanical check.
The “Inspeccionado” badge comes from an inspection at a workshop authorized by the platform. The site states that it takes 15 to 30 minutes, covers mechanical, electrical and structural aspects, and that validating the report takes 24 to 48 hours. The checklist includes engine, brakes, suspension, steering, tires, lighting, electrical system, transmission, cooling and interior. The inspection is optional for listing, so a listing without the badge does not equal a car with problems; it only means the report was not submitted.
The platform also offers safe meetups at ASSA branches, free for buyer and seller, and a sample contract in its buying and selling guide. The first clause of that sample has the seller declare that the vehicle is theirs and free of liens, a useful declaration to put in writing what was verified. Listings are in the ASSA Market Panama cars section.
According to the ASSA Market website, the “Buen historial” badge means the car has no reported claims in the last 5 years of being insured with ASSA, and the “Inspeccionado” badge reflects an inspection at an authorized workshop. The conditions for each are in the FAQ section.
Order of checks before paying
A fixed order prevents skipped steps when price or hurry puts on pressure. The sequence below combines the official lookups with the inspection:
- Compare the Single Vehicle Ownership Registry with the seller’s ID. The RUPV is one of the documents the Mayor’s Office requires for the transfer, and the seller must appear as owner.
- Look up the plate in the Mayor’s Office tool. It confirms make, model and plate status; the data must match the listing.
- Review the vehicle’s obligations. In the public lookup portal, with the owner’s ID, the detail appears and any balance is settled before signing.
- Ask for the current-year inspection certificate and, if one exists, the workshop report. The certificate is a transfer requirement; the report documents the mechanical and structural condition.
- Confirm in writing that there is no loan or pledge. The declaration can go in the first clause of the contract, and a lawyer or the seller’s bank can verify it in financed cases.
- Pay only with a verified transfer. ASSA Market recommends confirming the payment before delivering the vehicle.
Warning signs
A TVN report from March 27, 2025 describes how scams in online vehicle sales operate: prices far below market, advance payments, pressure to close and requests for documents and personal data. The Prosecutor’s Office reported more than a thousand fraud complaints in the first two months of that year. Against that pattern, the recommendations in another TVN report on used cars, from August 2025, include confirming the seller’s physical address, taking the car to a trusted mechanic, doing a test drive, keeping a record of every payment and avoiding unsecured advance transfers.
| Sign | What it suggests | What to check |
|---|---|---|
| Price far below market | A possibly deceptive listing | Plate, owner and an in-person viewing |
| Urgency to pay a deposit | Pressure to avoid checks | Written contract and payment only against delivery |
| Refusal to show the RUPV | The seller may not be the owner | Compare the RUPV with the ID card |
| Refusal of an inspection | Defects that are better left unseen | Authorized workshop and written report |
| Documents that do not match the plate | Data crossed between vehicles | Plate lookup and the car’s chassis |
ACODECO handles complaints about used cars sold by dealers, not about sales between private individuals, according to that same August 2025 report. In a private purchase, the prior checks and the written contract carry more weight. This content is informational and does not replace the advice of a lawyer or the competent authorities.
