Estimates apply to complete files with no corrections. One firm attributes to Immigration that 68% of Friendly Nations rejections in 2025 were due to documentary errors; no public report confirms it.

Two readings come out of the table. First: Immigration approves almost everything that arrives complete, with a 97% approval rate in 2026, which confirms the bottleneck is in preparing the file, not in the decision. Second: the half-year volume in 2026, about 2,700 resolutions a month, is similar to the 2024 pace, about 4,400 a month over nine months, which suggests the workload, and therefore the timelines, has not fallen.
What lengthens a file
- Expired documents. Criminal records are accepted up to six months from issue; a file that takes long to assemble may arrive with an expired certificate.
- Incomplete apostille. Article 247 of Executive Decree 320 requires an apostille or consular and Foreign Ministry authentication; an apostille on a photocopy is not valid.
- Unauthorised translations. Only those by public translators recognised by the Education Ministry, citing their resolution, are valid.
- Foreign health certificate. It must be issued by a doctor in Panama.
- Incomplete proof of the route. For Friendly Nations, the Social Security payroll or the bank certification of the fixed deposit; for pensionado, the word “lifetime” in the pension letter.
- Unreported change of address. It does not stop the file, but carries a 100 balboa fine and, on repetition, cancellation of the permit.
How total time adds up
The time the applicant experiences is not Immigration’s but the sum of four stretches: gathering and apostilling documents in the country of origin, which can take two weeks to three months depending on the country; the lawyer’s review and filing, days; Immigration’s resolution, the estimated stretch in the table; and issuance of the final card, weeks. For provisional or temporary permits the second phase after two years is added. Anyone who plans with the first stretch in mind, gathering documents before travelling, usually saves more time than anyone looking for a “faster” firm. A firm specialising in international clients, such as Legal Solutions Panamá, publishes per category which documents are prepared at origin and which in Panama, which allows that first stretch to be estimated in advance.
