What changed: the earthquake and the 90-day plan
The search surge does not stem from a change in the law. It stems from the emergency. The quake of Friday 9 October was centred near Tonosí, according to the United Nations, which reported damage to homes, hospitals, roads and schools; the CSS and the UN cite a magnitude of 7.5, while the Government has mentioned 7.7. That same day, director general Dino Mon said, according to Infobae, that the Fund’s polyclinics and hospitals would keep emergency rooms open around the clock.
On Monday 12 October, the CSS announced a 90-day extraordinary plan under the “Panamá se levanta” programme. According to TVN and Destino Panamá, the plan includes identifying through censuses the pensioners who cannot reach their funds and working with banks on safe alternatives, with priority for older adults who depend on others or live alone. It also gives priority to disability, sick-leave, maternity and occupational-risk claims, reschedules appointments and eases longer prescriptions where medically safe.
Two measures are proposals subject to approval: suspending proof of life for 90 days and giving affected companies up to three months to regularise contributions without surcharges. At the time of writing there is no confirmation that either has been approved.
Payments to retirees and pensioners
The CSS pays twice a month, and each beneficiary is paid according to their method: bank credit (ACH) or cheque. Telemetro reported on 12 October, based on the institution’s calendar, that the next payment is Monday 19 October by ACH and Tuesday 20 October by cheque. The official calendar is on the payment calendars page of css.gob.pa, which could not be opened when checked; the dates are therefore attributed to the press.
| Date | Method | Status on 13 October |
|---|---|---|
| Monday 5 October | ACH | Already paid |
| Tuesday 6 October | Cheque | Already paid |
| Monday 19 October | ACH | Next payment |
| Tuesday 20 October | Cheque | Next payment |
| Friday 30 October | ACH | Brought forward for holidays |
| Monday 2 November | Cheque | Brought forward for holidays |
Dates according to Telemetro (reports of 1 and 12 October 2026), checked on 13 October 2026. The late-October payment is tied to the November national holidays, covered in the guide to Panama’s November holidays.
For cheques, Telemetro notes hours of 7:00 a.m. to 1:00 p.m. and a valid ID card. If the beneficiary cannot collect, relatives go to Social Work at the nearest polyclinic, and cheques uncollected for up to three months may be returned.
How to check contributions
The official tool is Mi Caja Digital. According to Telemetro, the insured person logs in with their ID number and a registered password, answers three security questions and can then verify their contributions, view a pension projection and see which system they belong to. Anyone without an account creates one with the employer-employee number, document type and ID or passport number.
The CSS clarified that the tool is informational and that specific queries are handled at its agencies, two of which (Santiago and Boquete) are reported without service after the quake, according to La Prensa.
Accumulated contributions keep counting toward the pension even when a contract ends; severance pay is a separate calculation. What the employer deducts is covered in the guide to social security contributions in Panama.
Medical appointments and closed facilities
The CSS offers appointment requests through the same digital platform and at polyclinic counters. La Prensa reported in July 2025 that online slots existed for only a few specialties; that report predates the earthquake.
After the quake, according to La Prensa, TVN’s coverage and La Estrella, four units remain closed pending technical evaluations.
| Unit or service | Reported status | Where |
|---|---|---|
| Presidente Remón Polyclinic | Closed | Panama City |
| Los Pozos CAPPS | Closed | Herrera |
| Tonosí ULAPS | Closed | Los Santos |
| Dr. Roberto Ramírez de Diego Polyclinic | Closed | Chitré, Herrera |
| Outpatient consultations | Suspended Monday 12 and Tuesday 13 October; appointments to be rescheduled | Herrera and Los Santos |
| Santiago and Boquete agencies | No service | Veraguas and Chiriquí |
Situation reported between 11 and 12 October 2026; the CSS asked people not to go to the closed units until further notice. Emergency rooms remain open at the affected facilities in Coclé, Herrera and Los Santos.
Appointments at those units will be rescheduled and patients with suspended elective surgeries will be contacted, according to La Prensa. Haemodialysis was temporarily suspended for lack of water, with a restart planned for Sunday, according to Infobae; current status is confirmed at the treatment centre. The whole system is explained in the guide to Panama’s health system.
Retirement age and what the Fund covers
The current reference age is 57 for women and 62 for men, with 240 contributions for the pension, according to the Consolidated Text of Law 51 of 2005, published by the CSS, which incorporates the Law 462 of 2025 reform. That reform did not change the age, and no later announcement changing it was found.
The Fund runs sickness and maternity, disability, old age and survivors, and occupational risks. For companies, contributions are reported through payroll; running it in-house or with a provider is analysed in the guide to in-house or outsourced payroll.
